Recently, 13 ministries and commissions including the National Health Commission of the People’s Republic of China jointly issued the “Five Health Promotion Action Plan for Children and Adolescents (2026-2030)”, marking the official launch of a five-year initiative to safeguard the health of children and adolescents! Focusing on five prominent health issues—obesity, myopia, psychological and behavioral abnormalities, abnormal spinal curvature, and dental caries—the plan establishes an integrated service chain covering “prevention, screening, diagnosis, treatment, and rehabilitation” through a collaborative mechanism of “medical-school coordination, health-sports integration, family-school co-education, and social governance”, laying a solid foundation for the healthy growth of children and adolescents nationwide.

“Five Health” Protection with Clear and Achievable Goals
Healthy Weight: Improve children’s weight status, with the excellent rate of physical health among primary and secondary school students exceeding 60% by 2030.
Clear Vision: Control the myopia rate of 6-year-old children at around 3%.
Positive Mental Health: Achieve a psychological monitoring rate of 90% for children aged 0-6 and full coverage of mental health teachers in schools.
Strong Bones: Popularize screening for abnormal spinal curvature.
Oral Health: Effectively intervene in dental caries among 5-year-old and 12-year-old children.

I. Background of Formulation
In recent years, health issues such as obesity, myopia, psychological and behavioral abnormalities, abnormal spinal curvature, and dental caries among children and adolescents have become increasingly prominent. The Party Central Committee and the State Council attach great importance to the health of children and adolescents. The “Healthy China 2030” Planning Outline and the “National Program for Child Development (2021-2030)” require strengthening the prevention and control of key childhood diseases and establishing early screening, diagnosis, and intervention service mechanisms. The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China further called for accelerating the construction of Healthy China, promoting high-quality population development, and enhancing health services for women and children. The health of children and adolescents is crucial to the future of the motherland and plays an important role in building a Healthy China and promoting high-quality population development. To thoroughly implement the decisions and arrangements of the Party Central Committee and the State Council, strengthen the prevention and control of common diseases among children and adolescents, and comprehensively improve their health level, 13 departments including the National Health Commission, the National Administration of Disease Prevention and Control, the Central Cyberspace Affairs Commission, the National Development and Reform Commission, the Ministry of Education, the Ministry of Finance, the National Radio and Television Administration, the General Administration of Sport of China, the National Administration of Traditional Chinese Medicine, the Office of the National Working Committee on Women and Children under the State Council, the Central Committee of the Communist Youth League, the All-China Women’s Federation, and the China Disabled Persons’ Federation have jointly studied and decided to implement the five-year “Five Health Promotion Action Plan for Children and Adolescents”.

II. Main Contents
The Action Plan focuses on five aspects—weight, eyesight, mental health, bones, and oral health—to promote the health of children and adolescents.
Healthy Weight Promotion Initiative targeting childhood and adolescent obesity: Strengthen weight management for pregnant women, children aged 0-6, and primary and secondary school students; enhance physical exercise among children and adolescents to effectively intervene in obesity. Strive to achieve the goal of the excellent rate of compliance with physical health standards for primary and secondary school students exceeding 60% by 2030.
Vision Health Promotion Initiative targeting childhood and adolescent myopia: Intensify eye care and vision examinations for children aged 0-6; strengthen students’ eyesight monitoring; emphasize the important role of families in myopia prevention and control; create a good visual environment to promote a continuous decline in the myopia rate of children and adolescents.
Mental Health Promotion Initiative targeting psychological and behavioral abnormalities: Conduct monitoring and guidance on the psychological and behavioral development of preschool children; strengthen mental health services for primary and secondary school students, requiring schools to carry out at least one mental health lecture or related educational activity each academic year. Achieve full coverage of full-time (part-time) mental health education teachers in schools by 2030; enhance the construction of specialized children’s mental health clinics in medical institutions such as maternal and child health centers and strengthen the service network.
Bone Health Promotion Initiative targeting abnormal spinal curvature: Guide schools and parents to encourage children to strengthen physical exercise, reduce academic burden, and maintain good posture; promote the widespread implementation of screening for abnormal spinal curvature in primary and secondary schools; strengthen assessment and intervention.
Oral Health Promotion Initiative targeting dental caries: Emphasize popular science publicity and health promotion; guide parents to supervise children and adolescents in developing good tooth protection habits. Medical institutions such as maternal and child health centers provide oral health care for children aged 0-6; assist schools in conducting annual oral health examinations for students. Actively promote appropriate technologies to effectively intervene in dental caries among children and adolescents.
